Technical and Legal Expert Paper for the National Awareness Campaign on E-Commerce, Digital Marketing, and E-Payments in Palestine
This paper is the third research output prepared as part of the National Awareness Campaign on E‑Commerce, Digital Marketing, and E‑Payments in Palestine, implemented by the Palestine Economic Policy Research Institute (MAS) under the Supporting MSMEs’ Growth and Competitiveness in Palestine Programme (SMCGP).
Developed by legal expert Suhaib Sharif, the paper aims to provide an analytical overview of the existing legal and regulatory framework governing e-commerce, digital payments, and consumer protection in Palestine. It highlights institutional mandates, enforcement challenges, and opportunities for reform to strengthen trust in digital transactions.
The paper draws upon a focused review of primary legal sources, consultations with relevant stakeholders, and qualitative insights gathered from focus group discussions held with MSMEs in the West Bank. These findings help contextualize the legal analysis with real user experiences and practical implementation gaps. The paper provides a concise, evidence-based, and professionally informed assessment of the current enabling environment and proposes realistic legal and procedural reforms.
