 Mr. Raja Khalidi
Director General, Palestine Economic Policy Research Institute (MAS) since Nov 2019.
He was the Research Coordinator at MAS (Mar 2016- Nov 2019). He previously worked at the United Nations Conference on Trade and Development (UNCTAD) from 1985 to 2013, and was the Coordinator of its Program of Assistance to the Palestinian people from 2000 to 2006. He spent his last 5 years at UNCTAD as the head of the Office of the Director of the Division of Globalization and Development Strategies, which led UNCTAD’s response to the global economic crisis and its participation in the G-20 process. He was also a consultative member of the Welfare Association (Taawon), a founding member of the Family Relief Fund in Palestine (Geneva), and a member of the MAS Board of Trustees from 2007 to 2013.
Mr. Khalidi hold M.Sc. in Development Economics, 1981, from the University of London (SOAS), UK. He prepared and published numerous papers and reports on the economic situation and development policies in the occupied Palestinian territories, and on the Arab economy in Israel.

Dr. Nabeel Kassis
Dr. Kassis was charged by the Palestinian leadership with founding the Palestine Economic Policy Research Institute (MAS) in June 1994 and was its director for two terms (June 1994- Sep 1998 and Nov 2013- Oct 2019). He also served as Member of the Institute’s Board of Trustees from Oct 1998 to Oct 2007 and again from Jan 2011 to Oct 2013, when he assumed the duties of the Institute’s Director General. He was elected Chairman of Board in Feb 2012, a stent that was cut short by his appointment in April 2012 as Minister of Finance (2012-2013).
Currently Kassis is the Chairman of the Palestine Capital Market Authority (PCMA) and member of several boards and committees including the Board of Trustees of Birzeit University, the Board of the Yasser Arafat Foundation and the Advisory Committee to Anti-Corruption Council.
Formerly: Minister of Finance of the PNA (2012-2013); President of Birzeit University (2004-2010); Minister of Planning (2003–2004); Minister of Tourism and Antiquities (2002-2003); Minister in Charge, Bethlehem 200 Project (1998-2002); Coordinator, Ministerial Reform Committee (2002-2004); Director General/ Palestine Institute for Economic Policy Research (MAS) (1994–1998); Member of the Board of the Audit Committee, Palestine Monetary Authority (PMA); Chairman of the Audit Committee of the Ministry of Finance (2009-2012); Director General/ Technical and Advisory Committees, Palestinian Team to Peace Negotiations (1993-1994); Member/ Palestinian Team to the Madrid Peace Conference 1991; Deputy Head/Palestinian Delegation to the Peace Talks in Washington (1992-1993). Respectively Head of Delegation: Peace Negotiations in Cairo (1995-1996); Member, Palestinian Team to Final Status Negotiations, 1999. Frequent participant in second-track negotiations, (1997-2003); Member, World Scientific Council 2004-2008, UNESCO. Member and invited participant in numerous specialized international conferences that dealt with policy issues.
Holds a Ph.D. in Theoretical Nuclear Physics, 1972, American University of Beirut, and M.Sc. in Theoretical Physics, 1969, University of Mainz, Germany. Has numerous publications in nuclear structure and quantum theory as well as many articles and interviews relevant to the Palestinian scene.

Dr. Samir Abdallah Ali
Dr. Samir Abdullah is a Visiting Senior Researcher at the Palestine Economic Policy Research Institute (MAS) since 2018. Prior to this position, he was working as a Senior Researcher (2016-2017), the Director of Research (2013 -2016), and as the Director General of MAS for 7 years (2004-2007 and 2010-2013).
He served as the Minister of Planning and the Minister of Labor in the 13th Cabinet of the Palestinian National Authority in 2007-2009 and lead the preparation of the PRDP 2008-2010, and preparation of the Gaza Strip Economic Recovery and Reconstruction 2009-2010.
Dr. Samir has started his academic career at Al-Najah University in 1985 as an Assistant Professor, and served as the Head of Department of Economics (1987-1990) and was promoted to Associate Professor in 1990. He won the Fulbright Scholarship to do research and teach at the University of Wisconsin-Milwaukee for the 2000/2001 academic year. Dr. Ali was selected as a member of the Palestinian Delegation to the Bilateral and Multilateral Peace Negotiations and participated in the Madrid Peace Conference in November1991 and the Washington Bilateral Negotiation 1992-1993.
In 1992, he chaired the World Bank's Palestinian Committee, which worked with World Bank expects to report on development needs in the Occupied Palestinian Territory during the period 1992-1994, and the first development programs to meet those needs. After the establishment of the Palestinian Council for Development and Reconstruction in 1994 (PECDAR), he was appointed Director General of the Economic Policies and Project selection Department, and as Assistant Undersecretary of the Ministry of Economy.
After leaving the government sector at the end of 1995, he worked in the private sector as General Manager of the Arab Palestinian Investment Bank (1996-1999) and DG of the Palestinian Trade Center (PalTrade) 2000-2003. Furthermore, He has served as chairman of several non-governmental organizations, including the Palestinian economists Association; the Palestinian Center for Peace and Democracy (PCPD); Chairman of the Board of Directors of the Arab Center for Agricultural Development (ACAD). He also served as member of number of official bodies, including the board of directors of the Accreditation and Quality of Higher Education Programs; the Palestinian Scientific Research Council; the board of directors of the Palestinian Monetary Authority (PMA); the PNA Internal Audit Committee; Capital Market Authority; Students Fund; and others.
Dr. Ali has written numerous scientific papers, some of which have been presented at international scientific conferences, and has published numerous papers and studies at home and abroad in well-established economic journals.

Dr. Numan Kanafani
General Director of the Palestine Economic Policy Research Institute (MAS) from Jan 2009 till Dec 2009.
Currently he is a Visiting Senior Researcher at MAS and Emeritus Professor at the Dept. of Food & Resource Economics- University of Copenhagen, Denmark.
He has been a visiting professor in a number of European Universities, including Why College, University of London, and Universitat Autònoma de Barcelona. He is member of a number of international and Scandinavian professional committees, including the board of Development at the Nordic Association of Agricultural Economic Research, and the editorial board of Routledge book series on the Political Economy. He has been consultant for a number of international and Scandinavian organizations, including Danida, the World Bank, and the EU.
He holds a Ph.D. in Economics,1982, Lund University, Sweden. The author of several papers and articles in professional journals as well as newspapers and magazines, including co-editing: The Economics of Palestine (Routledge 2004).

Dr. Mohammad Nasr
Chairman of the Board of Directors of Palestine Economic Policy Research Institute (MAS) since 2018, member of MAS Board since 2015 and its Director General from (2007-2008)
Currently Dr. Nasr is Associate Professor of Economics at Birzeit University, Vice Chairman of the Board of Directors of Arab Islamic Bank. Nasr is a Board Member of Palestine Investment Fund and Sanad Construction Resources Co.
Formerly he held the position of the Dean of Faculty of Business and Economics, Birzeit University (2011-2014) (1996-1999), Chairman of the Board of Directors of Amaar Real Estate and Tourism Development Co., Chairman of the Board of Directors of Palestine Capital Market Authority (2014-2015), Vice Chairman of the Board of Jericho Agro and Industrial Park (2012-2017), Chairman of the Board, Palestine Governance Institute (2011-2014), and Board Member at the Palestine Central Election Committee (2008-2011) . He was also the Director of the MBA Program at Birzeit University (1999-2002) and the Chairman of Economics Department (1991-1993) at Yarmouk University, Jordan.
Dr. Nasr holds Ph.D. in Economics (1986) and Master Degrees in Economics (1981), both from Ohio State University, Columbus, Ohio, USA, and MBA, )1980) from Wayne State University, Detroit, Michigan, USA. He has numerous publications in Industrial Economics and Economic Development.

Dr. Ghania Malhees
Former Director General of the Palestine Economic Policy Research Institute-MAS (1998-2004) and its Chairwoman (2010-2012).

Director of Development and Reconstruction in the General Directorate of Palestinian Affairs in the Arab States League (2004- 2010). Senior economist in the Arab States League (1984-1995) with many positions; senior researcher in department of strategic studies, coordinator of technical Arab team of petrochemical industries, Head of the Department of Industry in the General Administration of Economic Affairs, and Head of the Palestinian economy. Former Assistant Deputy Minister in the Ministry of Economy, Trade and Industry (1995 -1997). Director of the Department of Planning and former Deputy General Director of Samed Institute- Beirut (1979-1982). Director of the Department of International Organizations - Political Department of the Palestine Liberation Organization (1983-1984). Member of Palestinian National Council.

Holds PhD in Economics and has many published articles in the field of economics, public administration and policy. Moreover, she has participated in many conferences and seminars and she is a member of Palestinian National Council and the chairman of the board of trustees of Palestinian Economic policy research Institute.
